Win 7 Home Security, I can't get rid of it !HELP !!!

I have been trying to run your instruction as posted on "Remove Windows Diagnostic (Uninstall Guide)".
I can't get past the first step. I am unable to download the "RKill.com Download Link".
I have tried to save the file to an external drive and also to a USB drive.
It appears to be downloading the file or link, I see it show up in the folder, then it disappears.
I've checked the folder properties and the view hidden files/folder is selected.
Any suggestions?

What antivirus program are you running? Also are you infected with windows diagnostic or Win 7 Home Security?

McAfee, ver 10.5.
Win 7 Home Security.
I will download the Rkill files at work today and run the program tonight.
I can download and see the malware program but it will not open.

Will I be able to run the downloaded programs (Malware & RKill) form a Jump drive?
How about a CD. I'm also going to email to myself.
I'll give this a try and let you know how it turns out.

Malwarebytes needs to be installed. Rkill can be run from anywhere.
