Title says it all.

Am I having broken OS? :(

My system:

AMD Athlon II X2 250, 3.0 GHz Dual-Core, 2 MB L2-cache
GA-MA78GM-US2H (rev. 1.0), 780G chipset
2x2 GB DDR2-800 CL6
AMD/ATI Radeon HD 5750 (original), 1 GB
...Windows XP Pro SP3 (32-bit), video-driver vers. - 8.812.0.0

Desperately need help.

You need to describe exactly what the problem is. You're not doing that. It's too vague and difficult to diagnose.

Opened video through WMP 11.
Watching video.
At some moment - picture allover is static (like a time stop, lol)...
...until I move the mouse / press a key.
Repeatable.

I'm not sure if it's only video related... it could be System clock, etc.

What's the problem here? Damaged OS, sound/graphics card?.. something else? Is it easy to fix?

Before, you didn't even say it was WMP. I don't use it so I can't help you. I use VLC.
