CRYPTBASE.DLL missing error

When I try to run a program in Windows 7 (64 bit version) I am getting this error: "program can't start because cryptbase.dll is missing from your computer". I have tried running programs from safe mode and I get the same error. I have tried to download possible fixes but when I try to install them, I get this error. I have tried to run "rkill.com" and it cannot run. I am at my wits end. Can someone help me with this problem?

I think this topic/question would be a better fit in the Virus, Trojan, Spyware and Malware Removal logs. Could an admin kindly move it there for me?

Please download SystemLook from one of the links below and save it to your Desktop.
Download Mirror #1
Download Mirror #2

64-bit users go HERE
  • Double-click SystemLook.exe to run it.
  • Vista\Win 7 users:: Right click on SystemLook.exe, click Run As Administrator
  • Copy the content of the following box into the main textfield:
    :filefind
    cryptbase.dll
    
  • Click the Look button to start the scan.
  • When finished, a notepad window will open with the results of the scan. Please post this log in your next reply.
Note: The log can also be found on your Desktop entitled SystemLook.txt

Most programs that we try to run by clicking their icon on the desktop, i.e., chrome, ms word, any programs that we try to install; it's almost like the executable is intercepted by the system. We are able to run iexplorer.exe if we start it from the start menu. We also able to run paint.exe the same way but when I tried to capture the error message from the screen to copy to the clipboard to copy into paint that did not work.

It looks like 32-bit cryptbase.dll is missing from its designed location.

Please, pay attention, so you won't make any mistake while performing what's listed below....

Open Windows Explorer.
Copy cryptbase.dll file from:
C:\Windows.old\Windows\SysWOW64 folder
and paste it to:
C:\Windows\SysWOW64 folder

Restart computer.
