Can't install Windows 7.

I went to restart my computer the other day and I got a message saying failure to boot windows insert system disc and press enter. Something to that effect. After a few attempts to restart I decided to reinstall windows 7. When it would reboot to continue installation it would start the process from the beginning and not complete the installation. After a few tries it stopped reading the dvd drive and loading my windows disc completely. I am stuck getting this message "Windows could not start because of a computer disk hardware configuration problem". I've tried a couple different hard drives with the same result. I am running windows 7 with a Biostar MCP6PB mobo. Phenom II X4 2.4 Ghz processor. 1 gig DDR 2 800 Ultra ram. Gigabyte gts 250 video card. I've had no problems with the pc up until this point. I bought it as a cheap barbones kit. I was going to get a new mobo and upgrade to DDR3 memory but I would like to get this running again if possible until I can get some money to buy decent upgrade parts. I don't know what else to try, it goes straight to that last message screen everytime now after startup. Thanks.

It's reading the hard drive but not the optical drive but I can't install my os without the disc drive. Any suggestions?
