Computer booting with strange screen. Windows not running.

I turned my computer on today and it will not run. It does not even start windows (xp). The screen just goes through a series of lines. Help? Here are two pictures of what my screen looks like:

Hello, it looks like this is a laptop, have you tried to hook up an external monitor to it?

This is most likely a hardware problem; either video card or display. Is this she only thing you see on screen when you turn the laptop on, or do you first see normal text/logo's?
