Windows Installer is not working

My XP Home Service Pack 3 system had been working fine. Now it will not move information. If I try to open an attachment in email, open a scan that has been placed in windows explorer, open an office document from windows explorer,it stops and I get an error message.
One message says 'Windows Installer Error 1635 ' and the other message shows the path with a statement ' this patch package could not be opened. Verify that the patch package exists and that you can access it, or contact the application vendor to verify that this is a valid Windows Installer patch package. '
There must be something out there that I can download to solve this problem. Trying to get the answer from Microsoft is mind blowing frustration.
Any help would be greatly appreciated.
