The story is that the veil between living and dead is thinnest that night and we dress as dead to trick/fool the spirits who have come back to harrass the living. If you do not trick the malicious spirits then they will do something bad to you. (Tip over your outhouse used to be a favorite. Toilet paper your car?) Sometimes they can be bribed off with a treat.

It is actually a christian version of the pagan celebration of the autumn equinox.
