New computer boot problem

I just built a computer from scratch and I have a small issue. Everytime I boot the computer up, it boots up twice before turning on fully. It boots up once, doesn't post or get to BIOS splash screen, turns off after 2 seconds, then boots up and enters Windows with no problem. I have no other problems and all the hardware appears to be working correctly.

If I restart the computer from Windows, this problem doesn't happen. It only happens from a cold boot. Any suggestions on where the problem might be at?

Specs:

EVGA P55 Micro SLI Motherboard
Intel i5 760
Corsair PC12800 RAM - 4GB
EVGA GeForce GT 430
Corsair CX600 Power
Windows 7 32bit (Not my choice for using a 32bit OS)

Is it plugged into a power strip by any chance?

No, right now it is plugged straight into the wall.

Okay. I only asked because I've had similar situations in the past - there are some mobos that want constant power and when they're not connected to a powered outlet they won't boo the first time... Sorry - that's all I've got :wacko:
