Needs help re-installing windows

I have a 503x hp computer.

The cd drives don't work.

The recovery drive f10 will not load when the hp drive appears. (I hit f10 repeatedly)

I have a floppy drive.

What can I do ?

Just so we know all the options we may be able to deal with.

What is the reason for wanting to reload Windows?
