Windows XP Pro SP3 IP issues

I have a Windows XP SP3 pc that won't hold the static IP or DNS settings. In dhcp mode it won't go to the internet because the DNS seems to be damaged, blocked or something.

I deleted the network properties and reinstalled, reinstall network drivers, installed another network card and it still isn't working. This all started after the pc was infected and we cleaned it.

Any Ideas?
