I read the tutorial on Bleeping Computer about using the Startup Repair Utility in Vista [Home Premium]. I have an H-P Pavilion Notebook-dv6t and I don't find the Startup Utility anywhere including the recovery disk or partition. Does anyone know how to access this utility on my type of machine and OS?

see if rebooting holding the f8 key, "advanced boot options" lists "repair my computer" option...if not select the keyboard layout>next, select a user name and password>ok, On the System Recovery Options menu, click Startup Repair. Startup Repair might prompt you to make choices as it tries to fix the problem and, if necessary, it might restart your computer as it makes repairs.
