Problem Opening Programs

Everytime I try to open a program other than the Internet, this message pops up:

"The application or DLL C:\WINDOWS\System32\ddraw.dll is not a valid Windows image. Please check this against your installation diskette."

The problem is that after I close it the program never pops up. Plz help!
