Vista Internet Connection Issues/ Wont let me run windows installer

Hi, I'm having issues with a computer running Windows Vista Home Premium 64-Bit. I was given this computer to help fix some issues. I just finished removing the System Tool virus and was attempting to connect to the internet, but I can't get the services to run and it wont allow me to change settings in the Network and Sharing Center. I wanted to connect to the internet to install security software on the computer. To bypass this, i used CD's to transfer files from my internet connected laptop and tried to install at least AVG Free Edition for now, but when i tried to install it, it told me the Windows Installer Service could not be accessed.

I just would like to know what i can do to fix this or what i can use to find the problem

Also the windows security service cant be started
