Time Display And Timezone

The time on my computer is 3 hours behind. I went in to change the time and noticed that the timezone was set for tijiuana and I am here in Ohio. So I clicked on the dropdown menu to change it and tijiuana is the only option. Everything else is gone. Any Idea on how I can fix this??

have you done any viruses scan?
