I don't quite understand all these different boxes for "Topic", "Topic Title", etc.

The box for Topic is self-explanatory: it is a brief description of your problem or question or subject matter of the post.
The box for Topic Description is for additional information if it is needed. Here is an example of the two working together:

Browser Redirect Problem
IE 8 directs me to XXXXXXXXX
