Yes, you can play that message at startup. Below are links showing how to do it. The last is a link to convert a .wma to .wav file online if needed.
can i have a song play when my computer starts up?

You can save yourself from the trouble of recording WMA and converting it to WAV file. Just download free Audacity ( http://audacity.sourceforge.net/ ). Audacity will save the file as WAV.
