Windows installer service could not be accessed.

im trying to reinstall itunes. whenever i try to install it says. "the windows installer service could not be accessed. This can occur if the windows installer is not correctly installed. Contact your support personal for assistance."
I have made sure windows installer service is running. Also i updated to the newest Windows installer and rebooted. still same problem.
i tried installing a different program and it worked. plz help...

Ignore the fact that this KB was written for Office...it can happen on any program, just substitute iTunes where you see Office.
