Vista will not update

Windows Vista Home Premium SP1 will not update when running "Windows Update". It just continues to run as though it is downloading the updates. I manually downloaded Vista SP2 and installed it but it did not fix the problem. It seems to download but will not install any updates to windows. I tried it in safe mode as well. Not sure what to do next.
