Bad infection long ago and still having problems

A few years ago I had a bad infection. I did get it fixed but I am still having issues. The sound wont work. I don't have administrator access to update windows. I can't run any antivirus or antimalware(malware bite) in safe mode. I have administrator, regualr user log in with password and HP_Administrator. Everything comes back clean in regular operation mode but I can't run it in safemode even if I rename it. There are all kinds of processes running which I have no idea what they are doing. Does this should like I could still be infected or damage from an infection? If so how should I proceed? Thanks!

error message when attempting to update windows- you do not have access to update windows please contact your system administrator.
