Where to start in making a small program.

Hey guys I have never programmed before and would like some help on where to get started.
I want to make a simple app to help with anti cheat in a game to make easer to check screen shots.

The game is Americas army 3 and it uses punkbuster for its anti cheat, one of the features of punkbuster is that it takes screen shots of each players screen which is used to spot any visual cheats. The screen shots are deposited into the server directory which can be accessed by anyone who has the link.

Eg.

to check each screen shot you need to individually click on each link to view it.

What I would like to do is make a app that can be run on my 2nd monitor that scrolls thought the screen shots as they are added to the server. Also I would like it to be able to display stats from battle tracker.

Battle tracker is a web site which records information on the player like their kill:death ratio as well shows linked name a player has or used with their account.

the name in the server screen shot listing is the same as the name in the last section of the battle tracker web address so I don't see any problem linking that

the goal was to have the app look something like the picture I have attached and for it to scroll though screen shots as they come in.

As I said I have never programmed before and I don't have any idea where to get started so if any one could point me in the right direction it would be greatly appreciated.
