hi all please i need help

when i try to open windows firewall it says:''windows fire wall setting cannot be displayed because the associated service is not running . do you want to start the windows fire wall/internet connection sharing (ICS) service?''

when i press YES it pops up:
''windows cannot start the windows firewall/internet connection sharing (ICS) service.''

please help ..

Need more info.
Which Windows OS?
Do you have antivirus or other security program suite that includes a firewall?
Have you scanned for malware? If so, what programs have you used?
