Don't have permission to do anything

I few days ago my computer started restricting my access to programs and other various things on my computer. I could run some things if I ran them as admin. I ran my free version of AVG and it didn't pick up anything. I went to shutdown my computer and and told me I didn't even have permission to do that, I had to logoff and then restart. After restarting it got worse, the programs I could run as admin were resulting in the same problem. My next step was to reboot in safe mode and run avg there, it still didn't find anything. I did however notice that i could open programs like Google chrome and media monkey. My friend suggested that I download cccleaner because it could be a registry error or worm, but I did that in safe mode and still nothing.I'm hoping to avoid a system restore and I'm sorry if I haven't fulfilled proper forum posting or anything, I'm new.

There is a possibility that you may have an infection, for that reason I would suggest that you follow the instructions in This Guide starting at Step 6.

Once the proper logs are created, then make a NEW TOPIC and post it HERE Please include a description of your computer issues and what you have done to try to resolve them.
