IE downloading problem

I know this one has been posted before (all over the place) but despite my efforts I can't figure out what i'm missing.

I'm running IE 8 with Windows 7 OS. I'm also rocking out the latest version of PC Tools.

My problem is every time I go to download something (in this case firefox) I get the error "Your current security settings do not allow this file to be downloaded."

First I tried going ti TOOLS<Internet Options<Security<Custom Level. From there I went to File Download and enabled. Still no luck. Next I disabled my PCTools Firewall, and still no luck. I then disable my Windows Firewall as well and again no go! So my firewalls are disabled and my Security Settings are set to enable file downloads...

Does anyone know what else I may be missing here?
