Laptop start up problem

I have a friend that needed a new laptop battery. We ordered it from Battpit and it is charging and working fine for a month now. But in the past two days the computer would not start at all unless we unplugged the power, removed the battery and hold in the power button for about 30 sec. I have known this to happen randomly, but not every other day. I understand it is usually caused from a bit of static/ electric build up that needs to be released, but does anyone know what causes this? I just want to be sure the new battery isn't the problem so we can get it replaced while its still under warranty. I wasn't sure if we should try to let the battery lose its charge and charge it back up . Any suggestions would be appreciated :) Thanks!
