Cannot access explorer.exe

Hello guys. I'm new here and it seems that one of my laptops has been effected with a huge virus. I'm typing this currently from my iPad. Since I'm fairly new, I'll give you basic information and if you ask as you go along i would surely help as much as possible.

I'm running on a samsung Microsoft Windows XP, Intel mini laptop

There is no explorer.exe present. I can turn the computer on and see the background, that is about it.

When i type in explorer.exe to run, "windows cannot find explorer.exe. Make sure you typed the name correctly, and then try again. To search for a file, click the start button, and then click search.

Some malware by PCTools pops up on the bottom of the screen, Spyware Doctor.

If somebody could please help me through this, i will greatly appreciate it. Thanks!!!
