firewall gone? avg not working, very slow

I received a notice that my windows firewall was not enabled. I went through the popup and the control center to try to enable it. Another popup said it cannot be displayed because of associated services weren't running. Do you want to start Firewall/ICS service? The firewall would not come on and we tried yes and no on the popup. We then trid to run AVG, and it would not open. I switched to safe mode with networking and ran Malwarebytes and it came up empty. Any suggestins? I have XP Professional Version 2002 service pack 3.

The fact that avg won't run is worrisome. I might post in the malware forum if I were you.
