Computer infected

When I start the pc - windows XP, a pop up for "anti-virus" software comes up from a symbol in the tray that looks like a green shield. It won't allow me to open any programs. If I restart the pc, and turn off a process called ylsoadduerb.exe in the task manager, then I can access all programs except the internet browsers which say that the proxy server is not responding. I've run Malwarebyte's anti-malware and it did not correct the issue, though it found a trojandropper. What to do? Thanks in advance.
