IE8 tabs disappearing

My tabs in IE8 keep disappearing. The tabs seem to be working, but they are not shown on the IE toolbar but when I close IE it asks if I wish to close all tabs.
I am running Windows XP service pack 3 and have downloaded all windows updates.
I have tried disabling and enabling tab browsing in internet options but there is no change.
Removed IE8 and reinstalled it multiple times. After I reinstall, tabs are there for the first time I use IE, but then quickly disappear again.
When I try to view add ons, the manage add-ons screen freezes before it actually opens and lets me see any of the add-ons. Same thing happens when I try to view add ons in safe mode.
Reset IE8 settings to default, and the first time and only first time i open IE8 i get a DUI Parse Error message:DUIXMLParserFailure (parse state 6):Error parsing DUI-XML 'The specified module could not be found. '(8007007e) @line -1 col -1
Using Avast as antivirus. Ran full scans with Malwarebytes, Spybot Search and Destroy, Super Anti-Spyware
I created logs with hijack this and OTL, i can upload if needed.
Has anyone seen this, or have any suggestions?
