I was trying out the fdisk in win98 bootdisk. I created primary dos partition and formatted it. Reboot and windows xp didn't start but thats because its partition is not set active but even after set it active the black screen appear with cursor. My cddrive is broken,usb boot not supported and only floppy is possible. I dont have other computer with floppy drive.

I would try to run the fixmbr command from the XP Recovery Console.

Yes i would try that too but the only possible input is from floppy drive and no one desktop/laptop with floppy drive anymore. But i have a win98 bootdisk which contains debug. If i could use debug to make a program to write to mbr that would be useful.

I haven't used Win 9x in 10 years...but my understanding is that Win 9x is based on DOS, while XP is not.

To me, that means that any commands that may work in DOS on Win 9x systems...will have no impact on XP and later O/Ses.

In addition, each O/S uses a different file system...Win 9x uses FAT while XP uses NTFS (although it can be installed on FAT).

In short, I don't have any answers for you...I've given the known fix for black screen/blinking cursor in XP, that's the best I can do, sorry.

It seems that there ought to be other utilities which one could use to overcome mbr problems in XP, but I certainly have no experience/knowledge of such.

Are posting from a cellular phone? the reason I ask is because if your posting from a private desktop computer you can remove your floppy attach it to the private desktop computer and make a windows start up disk. If the private desktop computer is running Windows XP. But more then likely your hard drive is going south.
