New Build - Doesn't Get Past Post 1 Short, 2 Long Beeps

Ok, I've got a new build that won't get past POST and I'm not sure how far it's getting. I see the CD-Rom drive power light flash once and it starts POST error Beeps shortly thereafter.

Beep Code: 1 Long, 2 Short

From what I understand, this is an AMI BIOS and that beep sequence indicates a video error. I have tried disabling the onboard Video and installing a 'known good' video card with the same result.

I have reseated Memory and CPUs and disconnected everything from the MoBo except 1 cpu, 1 Ram module, power supply, video cable.

Here's my complete configuration:
1 - ASUS NCLV-D2 Server Motherboard for Dual Xeons [onboard VGA, LAN, etc]
2 - Xeon 3.0 EM64T 2MB cache Retail processors
2 - G-Skill DDR2 PC4200 Memory sticks, 1GB each (2GB Total)
1 - WDC Raptor 74GB 10k RPM SATA Hard Drive
1 - Sony IDE DVD+/-RW

I know that there is a previous BIOS version that supposedly only supports 1MB L2 Cache, but that BIOS revision is 6-8 months old and I just purchased this board from NewEgg. I can't find anything that might link the POST error code I'm getting with CPU anyway, but that's the only issue I can think of even remotely existing.

I have tried to Force a BIOS upgrade just in case, but the board won't process BIOS far enough for the BIOS Recovery to kick in.
