Virus won't let me run any scans or install any new software

I think i have a virus; i am unable to open any anti-virus software or install any new software. I am able to use firefox to use my email and some web pages so far.
I keep getting a pop-up that says i am unprotected and that i have files that are infected, then a link pops up to a web page for "powerful PC protection" urging me to buy their anti-virus software.
My OS is just windows vista, home edition i think.

Any advice?
