More details are needed before we can help you with this webcam,
"the webcam (Creative vf0260) won't work and he can't make a test call" doesn't tell us anything.

What have you tried to get it working?

Does the system see the webcam ? In a terminal type lsusb and press enter - what is the output ?
Does it get video but no sound - sound no video ?
Have you tried it with other video software ? you could try ( Cheese / wxCam / TVtime television viewer )
How is it configured in Skype ?

regards

My mate is running wattOS R3 and after installing Skype he can get sound but no video. The webcam is recognised in Skype and the light on the webcam comes on when Skype is started, but that's it!

Open the Skype Main Menu (Little blue Icon, Lower left corner of the Skype Diaolog box)
Click on Options then Click on Video Devices
then see if there is a check mark beside enable Video ( if not enable it )
you will want to enable start my video automatically when I am in a call

also be sure that under select webcam the settings are correct

Regards
Ramchu
