Desktop doesnt go beyond DELL screen

My moms computer loads up the DELL page and then goes to a blank screen with only a blinking underscore thing, reminiscent of DOS. I tried going into safe mode, but it didnt work. However I may not have done it correctly as Ive never done that on Vista before.

Worth a look, Dells and Fixmbr Command - http://en.community.dell.com/support-forums/software-os/f/3524/p/19304465/19589396.aspx .

The black screen/blinking cursor in upper left corner...on a non-Dell system is often resolved by running the fixmbr command.
