Computer is Infected

I tried to open a link and immediately received message stating...

Since this came up under what looked to be a legit Microsoft security window, I clicked on the "start protection". Nothing seemed to happen so I ran a scan with my KAPERSKY internet and virus protection and it came up with nothing.

I then restarted my computer and once it booted, a message came up about my outlook express asking to consolidate. This happens everytime I use outlook and close it, but this time I never had it opened. this leads me to believe that outlook automatically opened, sent a message (by virus???) and then closed itself.

I then went on a seach for removing the virusus stated above and came across bleepingcomputer and a comment about "Rkill".

Now, can't find "Rkill" on bleepingcomputer.

CAn someone tell me if the threat is real or fake and how I can get rid of whatever is on my computer.
