Can't Access Help

My computer started acting strange and I discovered that I cannot access any help features. Dell Solution Center won't open, my User Account feature gives me an error message "User Accounts: Wrong # of arguments or Invalid property assignment", and the System Restore feature doesn't open, just a blank page. What is going on? Do I have a virus?? The only thing I have done lately is try to install a new printer - it won't install either. The computer opens ok but now I have to identify myself and the owner, which I never had to do before. This is all very strange. What should I look for since I can't get help. Thank you.

Once it's confirmed to be clean - then there's other troubleshooting steps for restoring the Help and Support stuff.
My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.

I tried to run the sygat trojan scan but it said my computer had blocked all their probes. How do I keep them from being blocked?

I ran the AVG scan and it was clean for viruses.

I would like to be able to use the help features again.
