Not connected pop up box blocks links

When I'm online and clicking through a site, sometimes a box appears that says I can't access the website because I'm not connected, yet I check my wireless connection and I am connected. When I try to click on a link a small international symbol for NO appears. If I click the link I get the box again. The box asks if I want to connect or work offline. I'm using Windows XP and IE. Anyone have this happen?
