I am looking for a simulation-strategy game like simcity, one that is open-ended and modern ofcoure (ie: new or newer at least). I have played many that just seem to force progression on you with champaign/story modes or are just to quickly to advance the ages. I want one that truly puts me in control of the story and my progression through the ages.
Cis Mieres is good but, its one that just spits you right in to the modern age in the first night of play.

if you have an idea of what I am looking for please throw me some recommendations.

I'm not sure of what exactly you are looking for, but, there is Caesar IV, Europa Universalis III or Rome, Galactic Civilizations 2, Napoleon: Total War, and Victoria II. Nothing quite like Simcity has been released in a while that sold well and got critical acclaim.

cities xl is another option i personally like tropico 3 its a nice twist where you can also control the leader of your choice.

 Try all Paradox games. Very demanding, but satysfying titles.

Hearts of Iron is set around ww2...you can have america invade mexico...you can do pretty much anything...but it is not easy to get into at all
