Flashing box popping up with C:\Windows\system32\cmd.exe

Hi
I have just started getting a small black box constantly 'flickering' on my screen, that I can not seem to stop.
The box at the top says 'C:\Windows\system32\cmd.exe', and in the box the text says 'Access is denied. The system can not find the path specified.' (see screenshot cmdexe error)

I have tried a System Restore back to 2 days ago when this problem was not occurring, but it didn't fix the problem. I have also run the System File Checker Tool, and got the following response:
'Windows Resource Protection found corrupt files but was unable to fix some of them.
Details are included in the CBS.Log windir\Logs\CBS\CBS.log For example
C:\Windows\Logs\CBS\CBS.log '

When I try to view this log I keep getting the response Access is denied (see screenshot sfc scannow response).

Can someone please advise what steps I should take to stop this box flickering on my screen - and also advise whether I have done something to cause this problem in the first place?

When I try to view this log I keep getting the response Access is denied

Copy CBS.log to another location, like desktop and you'll be able to open it with Notepad.
