I am trying to back-up my entire hard drive using Windows default program in "Back Up and Restore Center." I was successfully able to find my
1TB Iomega Network drive, by manually typing in the address for it. But then when I click next, I get a pop asking, "Enter a username and password
to access \\192.***.*.**"

Is this the username and password that I enter to log into my Windows Vista account at start up?

I have had this problem with 2 other back up programs that I have tried; both with Retrospect and with Macrium Reflect.

networking is not my strong point ,but i would asume because its a network iomega drive that the password and username its looking for is the one for your network ,if you haven't setup one yet then you need to do so in the network section in control panel
