External Monitor Problem

Hello, I just received a new HP 20'' LCD monitor model S2031. I have it hooked up to my HP dv6 laptop which is running Windows 7 Premium 64 bit and has a 1 GB ATI 5650 GPU. It is hooked up through the VGI cable. Every 30 seconds or so, a black line will pop up on the LCD monitor and quickly disappear. The position of the horizontal line is random on the LCD monitor. This specifically happens when I have the Extend display option active. When I run the Duplicate display, the black lines appear on my laptop's display. I have also tried hooking up the monitor to the laptop through a DVI/HDMI port but the same thing happens. Any help would be appreciated. Thanks.

I'd uninstall the video drivers...then reinstall.
