Windows installer keeps popping up

Whenever I launch any Office 2007 product, a message pops up saying "preparing to install...". I have tried reinstalling Microsoft Office and nothing helps. Please advise.

Use the Windows Installer Cleanup Utility to delete the program that it is trying to install
You may have to reinstall Office after doing so

Note: Use at your own risk as Microsoft no longer supports this utility
In the beginning there was the command line.
