BSOD Error Code Help

I need a little help. My friend has a Dell Inspirion series Laptop with Vista. He is getting the infamous BSOD when it loads. He lives in another state, so I am going by what he said over the phone. This is the error code that appears on the bottom of the screen. Apologies in advance if I did not provide enough information.

I'd like to help, but these kind of issues can't be solved over the phone.
He'd have to download some tools, run some tests, etc.
Unless he has another computer, he can post from.

he lives in GA, I live in PA so I live a little far from him. The thing is, he cannot load windows at all, not even with safe mode. It goes to blue screen and stays there. He tried using the discs that came with the laptop but the DVD drive will not run either.

Well...it really doesn't matter how far away your friend is...something gets lost in the translation any time there is a 3d-party involved in communication.

The fact that you can do hands-on at all on the system...just compounds the problems that would result, IMO.

Your friend can't post...ask and answer questions...follow simple directions provided?
