CPU will not load any program Spyware problem Help

I have a program that has loaded on my cpu call spyware protection. It has taken over my cpu I can not edit registry, I can use task manager. I have tried loading antispyware onto cpu but it will not let them open. It claims there is a w32 blaster worm that has infected my cpu and for $59.00 there program to get rid of it. I have searched all thru my files looking for a program called spyware protection but can not locate it. I cannot even use a boot disk. I have system mechanic which has disk medic but it will not let it load. What to Do?
