can't connect to internet

I have two computers, my desktop is windows vista, my laptop is windows 7. I have recently moved, and experience the same problem with my desktop at my old house and my new home.

The problem is I can't connect to the internet. I have scoured the internet for a solution, talked to IT people at my work, and no one has any idea where to even start. If someone here could maybe take a stab at this problem, I would greatly appreciate it. Sorry for the vague explanation, I'd be happy to take any questions to help pinpoint what is occurring.
