HP Laptop Plugged In, Not Charging

Hey everyone. I have an HP Laptop. It used to be formatted with windows Vista, and i was getting the "plugged in not charging problem" the charger is plugged in and the LED is on, but the battery is at 0% and refuses to charge. So i reformatted to windows 7 ultimate 32 bit thinking this may help, but it did not, and the thing still will not charge. I even replaced the battery, and am still getting the same problem. Anyone have a fix? thanks.
