My Laptop is 80 dead - Network missing etc

Hello first of all im new here, hope this go well:)

Topic~ I restarted my PC after i thought that i took 2 viruses away, so the problem is: I restart the PC like 5 million times over... and so problem is: Network totally missing (I can't even search for a wireless network), the taskbar is kinda dead... when i run a application or open a mapp it doesnn't show up in the taskbar ... and i need to fix so the taskbar is manually loaded on startup if i dont do that then it's at the bottom of screen.

Thank you for answers, i guess i can use a USB if i need to get some program from this PC to my laptop.

EDIT: And "cli.exe" is using about 40-50 % CPU... how come?
