Let me guess; payment is 50% of whatever the site will make, there are millions of potential customers, and it will look great on my resume?

Forums are quite easy to setup.
Have a look at phpBB, vBulletin, or SMF. These are pre-packaged forums that just require a webhost that supports MySQL. Upload the files there, run the install file and you're good to go.

You might want to look into hiring a professional for this..
