Internet explorer blocking Adobe downloads

I have a user trying to open up a pdf in acrobat 8. Acrobat opens, but gives an error saying that it lacks certain components to open the file, then offers to take you to the adobe site to get what is needed. If you try going to the site, it says that IE is blocking the site because of a bad or malicious add-on. We had a simmilar problem before while trying to update his flash player, but we resovled that buy downloading the new version on another machine and transfering it to his, not really an option in this case. Any idea as to what would cause this?
