Windows XP refuses to boot

My sister's PC with XP Home edition refuses to boot. Even in 'Safe mode' I get a halt where everything freezes up and I get an error message that says,"C:\Windows\system32\pinigalo.dll is not a valid windows image. I can't even get the installation CD to re-install Windows, the keyboard and mouse are totally frozen. Since the HDD is an old IDE type with the 'ribbon' style cable, I can't even move it to my system to format it. Does anyone have any experience with this or have any suggestions? Thank you.
