Problem with Core 2 duo processor

I have a Dell Inspiron 530s with Intel core 2 duo CPU. Windows Vista. Only 1 core is being used. Task manager only shows 1 graph. (won't let me uncheck the "show one graph per CPU" button. I was able to enable both cores by checking the "Hal debug"? box But now, nothing I try seems to work. YES, I have messed with things I shouldn't be messing with. My CPU is at 100% a lot of the time. This is only one of the problems I think I have. But I could work more quickly if both cores were working.
A clean install is not possible yet. (waiting for backups to be finished)

Lets try downloading coretemp or CPUID And see if they recognize the second core, just to make sure its just not a bug with windows software.
